? What do you mean? If the file doesn't exist, just create it.

I add a file with filename JDownloader2.vmoptions

and text

-Xmx16g
-Dsun.java2d.d3d=false

but it does not assign more RAM to JD app... it is max 7,04 at about screen, as before without adding JDownloader2.vmoptions

(my machine has 32gb RAM)

Have you re-installed JDownloader? Because only that can change the launcher itself. If so, what Installer have you used? Maybe one that doesn't work with .vmoptions files?
You are still starting JDownloader via Launcher/Exe?

You can check if vmoptions file is still applied by trying lower value, eg Xmx4g to see if max is 4gb then.

.vmoptions only work with the launchers/.exe files! The launcher will read the parameters and forward them to java.
It's not possible to set those params on already running JVM, eg running .jar directly.

JDownloader.jar, you have to manually specify those on commandline as you start the jar directly.
eg create a batch with or shortcut
javaw.exe -Xmx16g -jar JDownloader.jar

@verheiratet1952: Thanks for sharing example shortcut

Yes, it's fine to use the same java installation for multiple applications/instances
You can also use -Xmx24g instead of -Xmx24576m

@verheiratet1952: you can use the same java for multiple instances of JDownloader
you need several instances/copies of the JDownloader folder and can run them simultaneously and independently
