While downloading via JD2 I found that stopped and resumed files are using daily download quota. (eg. 2GB has been taken while download starts, then I stopped this file, when I resumed download 2GB is taken again) This issue does not appear when file is downloading via browser (same file can be stopped and resumes many times and it does not eat daily quota)

I have been told that user have 2 hours to resume file download and quota should not be taken.
