Default Smart "max.downloads" based on speed

It would be nice if there was a way to set "try to use x mbits" instead of "max downloads". It would work like this (assuming a 100mbps connection):

* Tell JD that it can use up to 100mbps (not a hard limit but what it should try to use)
* Tell JD that it should focus on completing a package before starting a new one

Now JD would not always download e.g. 5 files in parallel but only as many files to use up the necessary bandwidth.
Let's assume the first file it starts downloads with 80MBps. Now JD knows that it might be able to use an additional bandwidth of 20MBps, so it would start another file - possibly on a different hoster. If that does *not* improve the overall used bandwidth it would (depending on an option) either stop that second download again or keep running with those two downloads.

This would have the big advantage of finishing single packages faster because it won't run one download for the last file of package x and 4 downloads of the first files of package y.

Mhh? Jiaz didnt you say to an other one this wouldn't work. Because you don't know if an other program use the bandwidth or someone else in the network use it?

That's why It'd be "smart" - if adding a chunk/file/hoster doesn't improve the speed JD would assume there is no more bandwidth available (other program or slower connection - not unlikely with cable) and not add more files/chunks

But this ticket isn't about reserving bandwidth for other stuff, this is only about getting the downloadspeed you want and this is possible
